Do the following steps in order to assign "Company Manage" permissions to a user:

1. After doing steps 1-4 as per the How do I add a user? article, click on the "Custom" option from the "Choose their role" section: 

2. Select the "Edit company settings and budgets" option from the "Company" section. 

3. Click on "Add" to send an invite to the user so they can be created.

4. If successful, a confirmation message reading "Successfully invited user" is displayed showing that the user was successfully added:
